SEPI is responsible for stream restoration, wetland restoration and stormwater BMP design on an urban golf course in Pitt County. Project also includes design of pedestrian and golf cart bridges, construction administration and first-year monitoring on the site for mitigation criteria. Stream design involves existing condition assessment, coordination with golf course membership and adjacent property owners, obtaining a floodplain development permit due to encroachment on a Federal Emergency Management Agency (FEMA) limited detail study area, and natural channel design in a highly urbanized, sand-bed system with multiple constraints. Wetland restoration is limited to small areas in which abandoned area of stream channel will be regraded for use as linear vernal pools. Stormwater BMP design is included in this project for a water quality benefit in an area that has been designated as nutrient sensitive waters. Structural BMPs may include stormwater wetlands, bio-retention areas, and grass swales with level spreaders. Pedestrian and golf cart bridges on the site are being replaced to span the proposed floodplain benches and allow for floodplain flow under the structures in high flow events. Construction administration duties will include preparing the bid packages, assisting the client with bids, and onsite construction supervision throughout the construction period. First-year monitoring will be conducted in accordance with criteria for obtaining mitigation credit.
